..was the response of a second-grade girl from Little Village Academy, Chicago, when asked by Chicago Sun-Times reporters "what is your greatest fear?"

The murder rates in Chicago have been growing in ways that are as disturbing as they are terrifying. I read the paper every morning on the train and almost every day there is a story of a child or teenager that has been shot to death playing or on their way to school. The violence mostly takes place on the Chicago south and west sides, where low income families and gangs are the norm.

This week the Chicago Sun-Times has published the results of a survey conducted
of 500 first- through eighth-graders at three schools -- Sexton Elementary in Woodlawn; Little Village Academy on the Near Southwest Side, and Talcott Elementary in West Town. Per the results of the Sun-Times interviews of first-graders to eighth-graders, the childrens' "greatest fear'' was overwhelmingly summarized in two words: "Getting shot.''

In those grades, the Sun-Times survey found that:

• Nearly three-quarters of the kids have heard gunshots in their neighborhood.
• Half know a friend or relative who has been shot at, with the vast majority of those knowing multiple people who have been fired upon -- as many as 10, 11 and even 13.
• More than a third know a friend or relative who has been shot to death.
• Well over a third have been shown a gun.

What boggles my mind and makes me lose faith in a city that I love so dearly, is the fact that the city and state heads and administrators know the numbers, know the statistics, know what the underlining causes of this extreme violence are, are given expert opinions and suggestions of how to attack this problem- target the families first, offer alternatives & counseling, introduce more student programs and after school activities, open forums for civil discussion and addressing residents' concerns -- fears of gang retaliation to racist and corrupt police officers and how to report them -- what is heard instead is that the city is providing more firearms and weapons like AK47s to law enforcement to deal with the problem.

In a diverse city with brilliant universities, international organizations, grass-roots movements blossoming, real estate and urban development booming, and fundraising opportunities, the notion of budgetary restraints –or rather apparent lack of vision and leadership- is unacceptable.

Maybe I’m naïve and refusing to accept the realist perspective of political science –or maybe just life in general- but the perverse part of this picture is that if 8 year old kids were being “accidentally” shot three times while sitting in their parents’ SUVs in affluent Naperville, the state and people of Illinois would be tripping over themselves in shock and disbelief.
