litter lout

i didn't mean to go to Stoke posted a photo:

This small boy with the teenage girls threw this drink on the floor, previously he had dumped another drink on the floor much to the amusement of the girls. My friend who was in the town with me photographed the incident, we were both appalled by his antisocial behavior
the girls asked my friend why he took the picture" So we can report it to the council," "what are the council going to do?" the girl replied. We both walked away.
Moments later my friend and I were both stopped by a police woman, who had received a complaint that we had been photographing children. I explained what had happened because he was under ten she was not interested and more concerned about two men with cameras. She quite clearly had no clue about photographers rights, i explained to her we were not breaking any laws, she then radioed over two police men as back ups. I refused to give my name and address because i had committed no offence, as we were both in danger of being arrested i gave her one of my Moo cards and my details so they could be verified, we were then released without charge. The boy was free to drop litter.
In future i hope Cleveland police issue a brief about photographers rights because i am annoyed about being constantly stopped and questioned, Middlesbrough was recently voted the worst place to live in England, i wonder why?
