Sherlock Holmes rebuked Dr Watson : “You see, but you do not observe. The distinction is clear."

This pair of tyres weren't in Bohemia but - on 11 February 2012 - dumped in the melting snow on the small green next to Rycroft Way N17.

I saw, observed, but deliberately did not report. Because I wanted to see what would happen.

Until at least 2 March 2012, nearly three weeks later, nothing did happen. Except that somebody stacked the tyres neatly. They were eventually removed.

Haringey Environment Department, I think we have a problem. Not a two tyres or three pipe problem. And not just a one-off problem. Perhaps not large; but possibly significant if staff from Haringey and Veolia (the council's waste contractors) are relied on to observe and report dumping and other street problems like graffiti, potholes and faulty streetlights.

Does Haringey Environment Department have any solution in mind? Do they understand the problem? Do they even see it?
