&lt;p&gt;With virtually full employment young Irish people can expect to make a good living at home reversing the 150 year trend of outward migration.  Higher education which had been the preserve of a small, well-off, elite has largely become the norm to the extent that Ireland currently has one of the highest participation rates in the world with almost 60 percent of all students in third level.&lt;/p&gt;</description>
