This guy is an unlicensed vendor, exploiting 9/11 by selling glossy photos of wreckage and a guidebook of some sort (the cover of the book under his left arm -- which I wasn't fast enough to shoot -- said "TRAGEDY" in big bold red letters, just above a shot of the second plane exploding).

He had approached me just moments before, and this kind of thing really pisses me off. I asked if he had a permit to sell things within twenty-five feet of the Ground Zero fence, and he said that he did. I asked to see it, and he said that he didn't have to show it to me. (True enough, but he wasn't supposed to be selling there without a permit.) I suggested that we call the cops, and he walked away.

Seconds later, he looked up to notice me taking his picture, and this was the result. He wasn't happy.

(Truth be told, I was kinda hoping that he'd object to me taking the photo, because then I could point out the abundant rich ironies of his position, but he didn't say a word.)
