The International Consortium on Combating Wildlife Crime is a collaborative effort between leading inter-governmental enforcement agencies INTERPOL and the World Customs Organisation along with the CITES Secretariat, the UN Office on Drugs and Crime and the anti-money laundering / asset recovery division of the World Bank.

Tigers are still being killed for their bones as a treatment for rheumatism, despite a 1993 government ban on the use of tiger bone in traditional Chinese medicine. Wildlife crime is a form of serious, transnational organised crime, requiring an organised and targeted response. EIA investigators have documented repeat offenders apparently operating without fear of the law, like the traders selling these leopard skins in Linxia, Gansu Province, China
