Essex Police Pulling Over a Lorry

On the Howe Green interchange. Police escorted the lorry down from the A12 eastbound and pulled it over into the field entrance (often used as a layby). I was on the A130 heading into town. They stayed across traffic like this, though we eventually drove around them. On passing the lorry I noticed one of the tyres had shredded, lost its tread and was shedding debris. This was the only pic I was able to get unobtrusively.
