This is a blossom of the (edible) chestnut tree, thanks to Nadine for the info.
The white stems are about 4mm each.
Stack produced from 19 shots taken on a tripod and manually stepping through the complete focus range.

More saturation on red and yellow with ball gradient on the sun to have it applied only there.
Topaz denoise for deblur.
A black layer with a lens flare, set to screen mode and a ball gradient to make it fade out at the edges.
High pass sharpening.
Duplicated to a new layer and performed motion blur, added a mask and applied a normal gradient to get the blur only on the trees.
Levels for extra brightness in the sky.
Rotated 180°.

Technical details

5 exposures converted to 16bit tiff and very slightly denoised, the shot at ISO4000 obviously a harsher denoise.
Tonemapped with photomatix.
Layered the ISO4000 shot on top and used a mask to restore the flags.
Straightened with free transform.
Cleaned away an annoying wire running from the city hall to the cathedral, what are these guys thinking? Sigh !
A few content-aware fills to get rid of a part of a building sticking into the frame.
Shadow&highlights.
Curves.
Deeper blue on the top.
Brightness with luminosity mask.
Topaz denoise for deblur
High pass sharpening.
Adjustment layer of b&w with lower opacity and manual painted some higher saturation back in.

A very slight denoise with Topaz DeNoise (0.08)

Cleaned away a piece of the bridge that was sticking into to frame at the right.
Cleaned away some wires that looked disturbing at the left.
Shadow and highlights
Curves for contrast.
Photo filter (warming) with banded gradient and retouched manually.
Brightness with luminosity mask to get more impact on the rails and middle white line.
Stretched about 10% horizontally.
Deblur with Topaz Denoise and a little noise reduction ( introduced by deblur ) for extra crispiness.
Highpass sharpening.
