Dixon, I think you had better take a look at a map. The Shenandoah is in WV, Jefferson County, WV. It crosses into Jefferson County at the very bottom of the county and traverses the whole county, never leaving WV but running into the Potomac River in Harpers Ferry, WV. I live in Harpers Ferry, and drive around and over the Shenandoah all of the time without ever leaving WV.

The song was written by Bill Danoff and Taffy Nivert a duo known as Fat City, who introduced it to John Denver while the three were playing at the Cellar Door in DC and then they colaborated on revisions.
