I own the Nikon 300 f/4 and have used it for the past couple of years or so for bird photography. It has been a fantastic lens for the price and sharp as a tack. Check out my images to see some examples. I always indicate the lens used.

To the nature lover, winter is synonymous with misty horizons, frost-capped grass flowers and, crucially, birds – hundreds of them – some foreign, some local; some big and many small, all of them fascinating to watch and photograph. And synonymous with birds in the winter is a little swampy paradise called Keoladeo Ghana National Park in Bharatpur.

Believed by some as the richest bird area in the world, this wetland bird sanctuary is the ultimate destination for a birding enthusiast of any billing. Attracting thousands of water fowl, song birds, heavy fliers and raptors from distant shores in overwhelming numbers, this 29km2 reserve, which was once a hunting preserve of weapon-wielding sportsmen, is now a haven for over 230 species of birds in addition to supporting other attractions like Pythons, Monitor Lizards, Jackals, Jungle Cats and Nilgai, all of which can be explored on foot, affording maximum freedom in observation and imaging. About Sudhir Shivaram :

Sudhir Shivaram is a name synonymous with distilled excellence. A renowned wildlife photographer in India and abroad, he is in many ways a photography savant. His stellar work a study in supreme technical mastery, profound understanding of wildlife behaviour and unwavering love for the subjects of his astounding imagery.

Sudhir’s long and passionate association with photography began way back in his student days, when he took it up as a hobby. Sigma 170-500 is relatively very cheap and works well in good light

I shoot with a Nikon D7000 and a Sigma 150-500 lens, which I find a good combination. The lens cost about $950 from my supplier, and if you're interested, I'll get his permission to post his contact info here. I've dealt with this fellow for several camera bodies as well as lenses, and he is upstanding and efficient (and sells for less than just about any legitimate dealer I've found.) I would suggest looking at the Nikkor 300mm f4 prime instead of a zoom. It is a bit ($1350ish new) over your suggested budget, but it is a very good lens. It will also perform nicely with teleconverters.

If you have to go with a zoom, the Nikkor 80-200 f2.8 is about $1100 new, and the 70-200 with VR is about $2200.

I agree with malcolm, good luck finding something fast and long for that price range maybe if you added a 1 in front of that 9 you might have a shot. I was just looking yesterday and there is absolutely no nikkor lenses I can afford that are fast and long. Sigh. Maybe I will re-mortgage the house. lol
