I always have that lingering feeling of doubt, and I re-enforce it daily by viewing the Explore page, and National Geographic's photo of the day captures.

I've embraced the doubts because I find they push me to make improvements to my technique, and keep pursuing beauty in this world.

Sometimes I believe I am talented and sometimes I don't. It's more a passion or a need. Sometimes I get lucky and get a good shot.

I think it's like any other art or medium. Passion always shines through and if you have something to be passionate about your work takes on an energy. it becomes about the work and not about you. So being talented doesn't even come into it. Is my passion for photography (or a certain theme in photography) moving you. Do you enjoy those colours, this lighting, that emotion as much as I do. Isn't it fantastic. As elPadawan said, enjoy it. Let it enrich you and if you can do that then you have a talent.
