Yes, I make a duplicate then edit, but the layers say they are locked, so I can't really merge anything..

The layer may be locked, especially if it is the background layer. Can you make a duplicate of the layer and edit the duplicate? If so, then you may be trying to edit the background layer itself.

I use PSP so not sure but generaly once layers are merged and not saved as layers , u are done, unless you can use the back button to undo the merge. Save your layers as files before the merge.

I have Photoshop 7 and when I try to edit photos, like doing layers, I am told that my pics are locked or, partially locked. I cannot figure out how to undo this feature and so, I cannot properly edit anything.
