here I tried to obtain the same effect ... well .. almost:

The big thing here is the Gaussian Blur layer.
I duplicated the background - then I applied Gaussian Blur (4,8 here), set the blend mode to Overlay.
Then I tried to desaturated the colors ... Here you can try a lot of steps in order to obtain that brown kind of colors.
I added an Hue and Saturation adjustment layer and chose Saturation = -22
I added then a Gradient Map layer with this 2 colors: #bf9169 and #422919
After that I choise a Color Balance adjustment layer and for the shadows I put this settings: 0 -3 -34
The last step was adding a white vignette adn bringing down the opacity.
If you have time enough you can play with other adjustments and settings, but I think the main thing here is the blured layer ..

Hello all - apologies if this is in the wrong spot, but a family friend took a picture and gave me the before & after. I've been using photoshop for a while, but am missing what was used to create the effect below:

BEFORE:

Anyone have tips on how what tools were used? I've tried levels, contrast, etc on many adjustment layers, and can sort of get close, but not very effectively. I'd like to be able to do this to more of my own family photos. Thanks in advance!

Why don't you set the submit limit to 4 per day etc then members can't submit too many

The differences are:
1) we need more admins
2) we have a 60 photo limit (as opposed to FOUR here
3) The pics are meant to be viewed as a slideshow
4) The main requirement is to load your original photo to the group LAST.
