I see. I assumed it had to do with the Canadian gambling related laws when it comes to draws. Thus far in my life, that is the only time I have ever come across a "Skill testing question" to claim a prize.

Winners are chosen for their photo, and then required to answer a skill testing question.

The skill testing question is part of the standard required contest rules of the University of Alberta. These rules are listed in the "Full Contest Rules" section on the site.

I thought this contest was to be judged on skill and that winners are not to be randomly drawn to win prizes?

The National Capital Commission (NCC) is running a national youth photo contest.

Thirty winning environmental photos will be exhibited at Major’s Hill Park, in the heart of downtown Ottawa.

The Jury’s Choice Winner will win a three-day trip for four to Canada’s Capital Region for Canada Day 2013! The prize includes transportation and accommodation.

The People’s Choice Winner will receive a $100.00 gift card for Henry’s.

This nationwide contest is open to Canadian youth who are 14 to 24 years old. Photos must have an environmental theme and be submitted through Flickr between January 21 and March 31, 2013.
