&lt;p&gt;The small town of Avila Beach at the edge of the San Luis Bay along the Central Coast of California has three piers – Avila Pier, along the town’s main drag, the Harford Pier, (which technically is part of the town of Port San Luis) a 540-foot-long wharf built in 1873 by John Harford, and one of the few upon which you can still drive a car; and this one – now called the Cal Poly Pier, and home of a marine science education and research center. Oddly enough, its name doesn’t show up on most internet maps I’ve seen either -- including the flickr map, either. &lt;br /&gt;
&lt;br /&gt;
Believe me, though -- there is a pier there.&lt;br /&gt;
&lt;br /&gt;
It was originally a wooden structure built in 1914 by the Pacific Coast Railway Company, and first used to ship dry goods. By 1922, it had become a major oil port and shipped Santa Maria crude to destinations around the world. The port also was used to offload diesel fuel and gasoline. Tankers docked at the wharf, taking in crude and other oil products pumped in from the San Joaquin Valley. At its peak, 2 million barrels of oil were being loaded onto ships each month. &lt;br /&gt;
&lt;br /&gt;
Union Oil of California (Unocal) purchased the pier in 1941, just in time to supply the Pacific Fleet with oil for World War II and built a huge tank farm on a hillside overlooking the town. Winter storms demolished the wooden pier in 1983, and the company spent $27 million to rebuild it in 1984.&lt;br /&gt;
&lt;br /&gt;
In 1988, Avila’s Front Street was discovered to be contaminated with petroleum hydrocarbon caused by pipes that leaked into the soil beneath the town, and ended up becoming one of the biggest environmental disasters in California history. The extent of the problem was discovered in 1989. County, state and oil company officials battled for 10 years before Unocal agreed to pay damages and excavate the town. Finally, in 1998, the petro giant began its $16.5 million environmental cleanup effort – tearing down about five city blocks including the heart of the town’s small commercial district. The beach was closed off and the contaminated soil was excavated and backfilled with clean soil; much of it from Guadalupe Dunes, some 16 miles south. &lt;br /&gt;
&lt;br /&gt;
What was once a funky little blue collar beach town, has seen property values sky rocket and become a much different place from what is was in the 60s; a place where a retiree on a fixed income could find an affordable home just yards from the beach.&lt;br /&gt;
&lt;br /&gt;
I may not have all the facts here correct – I’ve lived in California for two decades, and just visited Avila Beach this weekend and heard this story from my buddy Ian – so I did more research when I got home today.&lt;br /&gt;

We came out today 26 Aug. 2012 in part to try to see lunge feeding Humpback Whales and related seal lion and bird feeding frenzies.  During the prior week there were many dramatic Humpback Whale and feeding frenzy sightings, very close in, which drew thousands of visitors causing massive traffic jams and huge entertainment.  This event was reported worldwide and lots of press was generated.  Here are some of my photos from that event:&lt;br /&gt;

Whales, however, were no longer in the area today, as the bait had moved on, but we were rewarded with sea otters, harbor seals, sea lions, and birds which we enjoyed.  Putting in at 8AM, to avoid anticipated traffic, we paddled from the dog beach drive-down ramp which is just past the CalPoly pier, to under and around the Olde Port Harford Pier (where there were many California Sea Lions resting on a floating platform), to Whaler’s Rock along the seawall, including a stop and visit to the Port San Luis Lightstation Lighthouse (a short walk from the beach), to the Avila City Pier, to the nearby creek leading to the Bob Jones trail and golf course.  Here some of us experienced a wet landing due to the current and surf (note to self, be sure to remove my paddle tether next time when doing a surf landing, to avoid entanglement). Heading back to the start, paddling under the Cal Poly Pier, Mike and Virginia lagged behind to do some capsize practice for proper re-entry and righting of the kayaks.  I guessed that the many observers on the shore had a mini-show, in lieu of watching Humpback Whales, of witnessing us capsize and re-enter, only to intentionally capsize again and again.&lt;br /&gt;

Many kayakers and SUPs are watching the whales, sea lions, and 1000's of pelicans, all in one gigantic feeding frenzy. I recommend a kayak. NOTE: THIS CAN BE DANGEROUS, EVEN LETHAL if you get too close. Humpback Whales are 50' long and 79,000 pounds Many are out there in swimsuits, but I'll be in wetsuit with PFD and helmet. PDFs are required and enforced by the Harbor Patrol. On Avila Beach Drive, look for a ramp to the water past the Cal Poly Pier (the 2nd of 3 piers) and well before the last Old Harford Pier. The ramp is well before the entrance to Diablo Plant, at the &amp;quot;Dog Beach&amp;quot; where you can back down a ramp to drop your boat off. We came out today 26 Aug. 2012 in part to try to see lunge feeding Humpback Whales and related seal lion and bird feeding frenzies.  During the prior week there were many dramatic Humpback Whale and feeding frenzy sightings, very close in, which drew thousands of visitors causing massive traffic jams and huge entertainment.  This event was reported worldwide and lots of press was generated.  Here are some of my photos from that event:&lt;br /&gt;

Whales, however, were no longer in the area today, as the bait had moved on, but we were rewarded with sea otters, harbor seals, sea lions, and birds which we enjoyed.  Putting in at 8AM, to avoid anticipated traffic, we paddled from the dog beach drive-down ramp which is just past the CalPoly pier, to under and around the Olde Port Harford Pier (where there were many California Sea Lions resting on a floating platform), to Whaler’s Rock along the seawall, including a stop and visit to the Port San Luis Lightstation Lighthouse (a short walk from the beach), to the Avila City Pier, to the nearby creek leading to the Bob Jones trail and golf course.  Here some of us experienced a wet landing due to the current and surf (note to self, be sure to remove my paddle tether next time when doing a surf landing, to avoid entanglement). Heading back to the start, paddling under the Cal Poly Pier, Mike and Virginia lagged behind to do some capsize practice for proper re-entry and righting of the kayaks.  I guessed that the many observers on the shore had a mini-show, in lieu of watching Humpback Whales, of witnessing us capsize and re-enter, only to intentionally capsize again and again.&lt;br /&gt;

NOTE: THIS CAN BE DANGEROUS, EVEN LETHAL if you get too close. Humpback Whales are 50' long and 79,000 pounds Many are out there in swimsuits, but I'll be in wetsuit with PFD and helmet. PDFs are required and enforced by the Harbor Patrol. On Avila Beach Drive, look for a ramp to the water past the Cal Poly Pier (the 2nd of 3 piers) and well before the last Old Harford Pier. We came out today 26 Aug. 2012 in part to try to see lunge feeding Humpback Whales and related seal lion and bird feeding frenzies.  During the prior week there were many dramatic Humpback Whale and feeding frenzy sightings, very close in, which drew thousands of visitors causing massive traffic jams and huge entertainment.  This event was reported worldwide and lots of press was generated.  Here are some of my photos from that event:&lt;br /&gt;

Whales, however, were no longer in the area today, as the bait had moved on, but we were rewarded with sea otters, harbor seals, sea lions, and birds which we enjoyed.  Putting in at 8AM, to avoid anticipated traffic, we paddled from the dog beach drive-down ramp which is just past the CalPoly pier, to under and around the Olde Port Harford Pier (where there were many California Sea Lions resting on a floating platform), to Whaler’s Rock along the seawall, including a stop and visit to the Port San Luis Lightstation Lighthouse (a short walk from the beach), to the Avila City Pier, to the nearby creek leading to the Bob Jones trail and golf course.  Here some of us experienced a wet landing due to the current and surf (note to self, be sure to remove my paddle tether next time when doing a surf landing, to avoid entanglement). Heading back to the start, paddling under the Cal Poly Pier, Mike and Virginia lagged behind to do some capsize practice for proper re-entry and righting of the kayaks.  I guessed that the many observers on the shore had a mini-show, in lieu of watching Humpback Whales, of witnessing us capsize and re-enter, only to intentionally capsize again and again.&lt;br /&gt;

Many kayakers and SUPs are watching the whales, sea lions, and 1000's of pelicans, all in one gigantic feeding frenzy. I recommend a kayak. NOTE: THIS CAN BE DANGEROUS, EVEN LETHAL if you get too close. Humpback Whales are 50' long and 79,000 pounds Many are out there in swimsuits, but I'll be in wetsuit with PFD and helmet. PDFs are required and enforced by the Harbor Patrol. On Avila Beach Drive, look for a ramp to the water past the Cal Poly Pier (the 2nd of 3 piers) and well before the last Old Harford Pier. The ramp is well before the entrance to Diablo Plant, at the &amp;quot;Dog Beach&amp;quot; where you can back down a ramp to drop your boat off. Whales, however, were no longer in the area today, as the bait had moved on, but we were rewarded with sea otters, harbor seals, sea lions, and birds which we enjoyed.  Putting in at 8AM, to avoid anticipated traffic, we paddled from the dog beach drive-down ramp which is just past the CalPoly pier, to under and around the Olde Port Harford Pier (where there were many California Sea Lions resting on a floating platform), to Whaler’s Rock along the seawall, including a stop and visit to the Port San Luis Lightstation Lighthouse (a short walk from the beach), to the Avila City Pier, to the nearby creek leading to the Bob Jones trail and golf course.  Here some of us experienced a wet landing due to the current and surf (note to self, be sure to remove my paddle tether next time when doing a surf landing, to avoid entanglement). Heading back to the start, paddling under the Cal Poly Pier, Mike and Virginia lagged behind to do some capsize practice for proper re-entry and righting of the kayaks.  I guessed that the many observers on the shore had a mini-show, in lieu of watching Humpback Whales, of witnessing us capsize and re-enter, only to intentionally capsize again and again.&lt;br /&gt;

We came out today 26 Aug. 2012 in part to try to see lunge feeding Humpback Whales and related seal lion and bird feeding frenzies.  During the prior week there were many dramatic Humpback Whale and feeding frenzy sightings, very close in, which drew thousands of visitors causing massive traffic jams and huge entertainment.  This event was reported worldwide and lots of press was generated.  Here are some of my photos from that event:&lt;br /&gt;

Whales, however, were no longer in the area today, as the bait had moved on, but we were rewarded with sea otters, harbor seals, sea lions, and birds which we enjoyed.  Putting in at 8AM, to avoid anticipated traffic, we paddled from the dog beach drive-down ramp which is just past the CalPoly pier, to under and around the Olde Port Harford Pier (where there were many California Sea Lions resting on a floating platform), to Whaler’s Rock along the seawall, including a stop and visit to the Port San Luis Lightstation Lighthouse (a short walk from the beach), to the Avila City Pier, to the nearby creek leading to the Bob Jones trail and golf course.  Here some of us experienced a wet landing due to the current and surf (note to self, be sure to remove my paddle tether next time when doing a surf landing, to avoid entanglement). Heading back to the start, paddling under the Cal Poly Pier, Mike and Virginia lagged behind to do some capsize practice for proper re-entry and righting of the kayaks.
