&lt;p&gt;The structure in the photograph is the stone base on which a stand pipe that could hold 367,000 gallons of water set atop.  The base and stand pipe were built in 1891.   The base is 65 feet high and about 40 feet in diameter at the base.  The stand pipe was approximately 25 feet in diameter and 100 feet deep. The stand pipe was necessary because the City operated pumps only 10 to 12 hours a day and storage was needed at night.  According to a report from the Ohio Board of Health (&amp;quot;Report of an Investigation of Water and Sewage Purification Plants in Ohio, 1908) the stand pipe gave a pressure of 70 pounds per square inch at the pumps. When the tower was constructed the water stored was not potable, it was to be used for fire suppresion.&lt;/p&gt;</description>
