Yeah, but photographs will be boring! Especially when you are shooting HDR, some heavy clouds in the frame will really make your image pop, whereas a clear blue sky just looks, well… blue. <br /> <br /> So, when skies are clear blue, and not a cloud is in sight (as was my experience while shooting 3 days in Venice. 3 days!!! And not a single cloud!), I recommend paying more attention to whatever else will be in your frame. Where the dynamics of dramatic clouds fail, use the textures and angles of other objects of the things right in front of your feet.
